Thomas C. David, Jr., P.E., P.L.S.

Class of 1971

Thomas C. David, Jr., P.E., P.L.S. is a distinguished professional engineer, land surveyor, and civic leader whose career has left an indelible mark on the built environment and community fabric of Central Louisiana.
Tom began his professional journey with Pan American Engineers, LLC in 1968 as a high school student working on a summer survey crew. A 1971 graduate of Holy Savior Menard Central High School, he earned his Bachelor of Science in Civil Engineering with honors from Louisiana State University in 1976, where he was recognized as the Outstanding Civil Engineer Senior and inducted into the Tau Beta Pi and Chi Epsilon engineering honor societies. Returning to Alexandria, he rose through the firm from Project Engineer and Vice President to become President, Senior Consultant, and Owner from 1986 to 2013, currently serving as Manager. Registered as a Professional Engineer across thirteen states, a Professional Land Surveyor, and an environmental engineer, Tom also helped shape professional practice standards by co-authoring treatises and lecturing extensively on property boundary law, zoning, and land use.
Throughout more than five decades, Tom’s engineering expertise has directly guided the design, expansion, and construction of our region’s critical infrastructure. His work has centered on the essential public works Central Louisiana relies upon daily—including municipal water, sewer, and gas distribution networks, regional drainage systems, boundary surveying, and land development planning for local towns, cities, and parishes. Complementing his firm's technical footprint, he spent 30 years as Chairman of the City of Pineville Zoning Commission and more than two decades as Chairman of the Alexandria/Pineville Metropolitan Transportation Advisory Committee, guiding long-range master planning, transit corridors, and strategic commercial growth across the metro area.
Alongside his engineering contributions, Tom has maintained an enduring commitment to local civic leadership and philanthropic service. He has championed community well-being through decades of service on the Board of Directors of Manna House, as an active member of 100 Men Who Care Rapides, and through leadership roles with the Alexandria Downtown Rotary Club, the Central Louisiana Chamber of Commerce, the Alexandria Metropolitan Foundation, the Maryhill Renewal Center, and the Louisiana Department of Environmental Quality Compliance Advisory Panel. In recognition of his profound community impact, he was honored with the ASCE Life Member Award, the Children's Advocacy Network Champion Award, the Rotary Club Service Above Self Award, and selected as the 2026 Distinguished Alumnus for Holy Savior Menard Central High School.
